I prefer to stay in hotels which a part of IHG group because it's good quality and good price always (except USA HolidayInn's hotels).

Our stay was excellent. We loved the breakfast buffet.
Room was very clean, modern and view from our room was amazing.
The only downside was that we were cold everywhere in the hotel, in our room, elevator and restaurant.

City Centre Hotel.
Really friendly staff who provide a very professional service.
The internet wifi is free and connects fast with good bandwidth.
The bar / lounge area is relaxed with excellent service.

If your planning a visit to Georgia the Holiday Inn would provide a good base from which to explore Tbilisi.

We spent two nights in different stays in late December 2014. In both occasions the safe was out of order (first, saying "low battery", second "Err") and the staff did nothing to repair it, despite being informed. The reply was very funny - the clerk said it was impossible for them to enter the room without us - this contrasted with the behaviour of the maid, who entered the room without any warning and any reason in the afternoon, when we were trying to get some sleep (obviously, no attempt to do something with the safe).
The same fate of no action met our request of another bottle of water - although there were always two bottles in the room, now - in both stays - there was only one.
