We typically do not stay at a Holiday Inn Express, but it was recommended to us by a friend that had stayed there before. He told me that there were not a lot of options for newer hotels in the Santa Cruz area.
We took his advice and were pleasantly surprised. We stayed in a Family Suite and I would definitely recommend it. The front desk prepares warm cookies every evening around 5:30. And, every night starting at 8 pm, they have a pancake dinner available until 12:00. This was great! They have a machine that makes pancakes as you request them.
I do recommend this hotel!

Lots of nice touches, and an extra pillow when I needed it with no hassle, providing me a yogurt and apple when I missed breakfast, hot water for tea anytime, quiet room, nice bathroom, responsibly taking part in the water conservation efforts with re-using towels, and the Front Office Supervisor Hanson Steiger was particularly helpful, and his treatment of an error with my reservation (an error on my part) has made me a devoted fan or your hotel.

Overall a good experience. Clean rooms, clean bathrooms, friendly staff. Room size is average, not cramped. Breakfast is serve yourself. Not like ordering from iHop or Denny's but there was a different egg dish each morning of our stay, plus link sausage or bacon. Also available were pancakes, bagels, toast, cereal, several different juices and milk (Coffee, of course). Downside: A $7 daily charge for parking on property (A pet peeve of mine, pay for a room but no free parking); parking spaces too narrow, spaced too close together. Ground level parking a hassle, park in underground parking. Inconsiderate guests can be irritating. Lot of doors slamming and much noise overhead (Jumping up and down) after 10:00pm caused some problems with sleep. Exiting property for the Boardwalk can be tricky if traffic is heavy. Choose weekdays to visit, weekend rates can be steep.

-Room wasn't adequately stocked either night.
-Housekeeping wasn't the best.
-Hotel was secure.
-Food was good.
-Staff was friendly, but young and not overly concerned (or possibly not able to do anything about it) with issues.
